Instead of hiring minority subcontractors to do real work, white owned businesses that win contracts for city projects often use minority-owned companies to launder public funds. This scenario occurred during Cleveland’s airport-expansion project. Craig White was an independent investigator who wrote that the fraud suggests, “a wider level of abuse of the city’s Office of Equal Opportunity program, in general.” He also reports that true participation by minority-owned businesses on local public contracts, “is compromised on a routine basis.”
