A subcontrator on Cleveland’s airport runway expansion project paid millions of taxpayer dollars to vendors who never sold them anything. Instead of hiring minority subcontractors to do the work, white-owned businesses often use minority-owned companies as a front to win contracts for the city’s projects, and then launder the public funds by giving the minority firm a small cut of the profit.
