Craig White was appointed by former Mayor Jane Campbell to investigate allegations that minority-owned construction firms were front companies that did little work and gave money to consultant Nathan Gray. Issues have risen because people want the report to be made public, and Mayor Frank Jackson refuses to release the preliminary report.
